Dutchess County 911 received multiple calls regarding the wrong-way driver on Monday, March 4 at approximately 11:25 p.m., state police said.
"Thanks to the information provided by concerned citizens, troopers were able to safely locate the 1997 Honda Accord traveling northbound in the southbound lanes just north of Bullshead Road in the town of Stanford within minutes," according to state police.
An investigation found the operator, Daniel D. Loper of Philadelphia, was in possession of approximately 0.8 grams of heroin, 1.2 grams of Buprenorphine Hydrochloride, 0.6 grams of Clonazepam, 10 milligrams of Methadone Hydrochloride, and hypodermic needles.
Loper was charged with four counts of criminal possession of a controlled substance and possession of a hypodermic instrument, both Class A misdemeanors, as well as operating a motor vehicle while Impaired with drugs, an unclassified misdemeanor.
Loper was issued the appropriate appearance tickets returnable to the town of Stanford Court on March 27, and then released to a responsible third party.
